As an electrical engineer I envision a system with two fuel
pumps for a 0-200 with no center tank. 
It would have two electric pumps. 
One would be powered conventionally off the
generator-or-alternator/battery.  The other
pump would be powered off a small auxiliary battery.  That battery would be on 
the order of a pound in weight.  It would be charged off the electrical
system of the aircraft.  However, it
would be isolated from the rest of the system by a diode (or two diodes in
series for redundancy).  A small circuit
would be devised to indicate it is charged and has a button for testing.  The 
whole thing could be built for $50.

 

Of course, all the regulatory 337 stuff would be
required and I don’t even know where to begin on that.
