I bet this wire is broken since years.
 
A Coupe can fly around without these wires with no effects. When I bought my 
brothers Coupe, I found NO wires, not one between the surface controls. 
 
I added them just for the case. The theory is that a static discharge is likely 
to try to empty itself toward the rear of a flying surface. 
The discharge would occur through the few hinges into the elevator and ailerons 
and then into the air.
While passing the ailerons, the high voltage can also be accompanied with high 
ampere and that could cause a welding arch between the hinges.
A frozen hinge like that is not what you want.
The aircraft loads itself statically while flying - because of the passing air 
charging it up.
So the theory as I understand it. This away from the fact that your plane could 
be hit by lightning. 
 
You might encounter a problem like that ones in a million times. But who is to 
gamble?
 
The strips are easily attached to the controls. Just screw them on. You can 
fabricate them yourself or buy them. I recently saw them at an aircraft online 
shop. If I could remember which one...
 
However, easy fix - I would not wait.

I noticed when I washed the Coupe today that the ground wire between 
the horizontal stabilizer and the elevator was broken. Is that 
something that can wait a few months until the next annual or should 
I have them take care of it now?
