Tom,
It can be repaired, at least for a while.  To do so, one must remove the carb.  
If a stainless steel needle, it can be lapped to the seat with very fine 
lapping compound.  If it has a neopreme needle, it shouldn't leak.  Seems I 
heard that the neopreme needle has some problems.
