I suspect that an airport is not a real airport until the local owner/s 
accept/s Federal money to upgrade or operate it. The Feds do not necessarly 
spend our money wisely or efficiently, but they always feel the need to get 
involved. 

There is nothing stopping me from accessing public airspace from a grass strip 
on my farm.
