Hey Bill/Dan: I had a failure (broken wire I found out later) and circled  
the airport (Augusta GA as I remember) waiting for a signal from the tower. 
I  was low on fuel, and after about 3 or 4 circuits I decided to land. I 
finally  got a green light on short final. Of course after landing I was asked 
to call  the tower. When I told them I had made several circles of the 
airport, they got  very cordial (I do not remember any apology) and thanked me 
for the proper  actions.
