Generally, release issues fall into two categories.  First, incorrect 
length of the piston rod.  The rod must be adjusted to it's minimum 
length. Often it is necessary to discard the stop nut and screw the 
clevis all the way to the shoulder of the threads on the rod.  Second is 
incorrect adjustment of the parking brake cable.  If neither of these is 
the cause, there must be some binding or wear in the pedal assembly 
causing it to hang up near the top of the stroke.  Either way, I'd 
correct it before further flight as landing with locked brakes can add a 
whole new dimension to your vocabulary.
