I suspect that's what the "shall be considered exports with regard to
customs entry" stuff at the end is about -- if it's just passing through,
en route to space and not coming back, duties don't apply. 

(The lens wasn't actually all that big, but it had to be gem-quality
diamond, and those get expensive fast.  They *did* have to pay duty on
the one for the ground spare...)
