Could be. I looked up the referred statutes, and they weren't specific enough, and contained too many import/export specific references, for me to understand them at 3 AM. I suspect that inspection of the enacting regulations would be revelatory - I hope so, anyway - but since none of the space nut crowd squawked about it when it was passed, it probably is some kind of duty free thing. No me importa nada.
