No no no. Don't read into it, but read all of it. "A launch vehicle, reentry vehicle, or payload that is launched or reentered is not, BECAUSE OF THE LAUNCH OR REENTRY (emphasis mine), an export or import, respectively, for purposes of a law controlling exports or imports." So the point is that going into space does not, by itself, mean you have left the country. If you launch from the U.S. and land in another country, you've exported something; if you launch in another country and land in the U.S., you've imported something. Just like any other mode of transportation - which is exactly how it should be.
