It was my understanding that all cell phones made after a certain date
had to support location within a certain accuracy; the choice of
technology (GPS, LORAN-like triangulation from cell towers, or something
else) was left up to the chipset manufacturer.  This was to allow
Enhanced 911 service to locate a cell phone in case of, for instance, a
non-responsive caller after an initial indication of an emergency.
