The other BIG supporter of the tracking is the various police 
agencies.  The phones will respond to a query whenever they have power, 
even if you think you're "on-hook".  Makes keeping tabs on suspected people 
really easy (and if they think you're a terrorist, now they don't really 
need a warrant).

I can see them tracking a cell phone at mach 1+ straight up.  :)
