That must be driving the privacy advocates nuts.

If that does go into effect, as seems likely, it would also create a 
market: private eyes and security companies will sell a service of locating 
your phone for you should you lose it or have it stolen.  LoJack for 
phones.  So, put a cell phone in your rocket...unless it lawn darts, you'll 
get it back.
