Solid-catalyst reactions are surface phenomena, i.e. they can happen only
with the reactant in intimate contact with the catalyst surface.  That's
trivial for a liquid or gas but hard to arrange for a solid.  Especially
so since it's often not the whole surface that's active, but small regions
of the surface. 

The low temperatures would also slow things down.
