It was supposed to be a ball of deuterium ice, as I recall.  Heavy-water
ice wouldn't be worth the trouble -- even D2O is 80% oxygen by mass, you'd
be better off with liquid deuterium in a tank (or a cluster of tanks if
you want damage tolerance).

Well, if PROTO can't quite achieve the necessary mass ratio for orbit, we
could cram a little more in by using D2O2 rather than H2O2... :-) :-)
