I finally got some current data from FMC.  Steven Yuan has gotten mixed 
reactions internally to dealing with a commercial customer (not working on 
a government contract), but it is being pursued.  They may initially want 
to rule out the use of the peroxide for manned vehicles, which seems to 
freak people out.

Their drums are smaller than standard size, holding 330 pounds of 
peroxide.  The drum price is $3.38 / lb.  If you hold the drum more than 30 
days, you pay $15 a day for drum rental.  They have a very small number of 
the drums, and they may all be committed through the end of the year.

Buying in 4,000 pound lots drops the price to $2.65 / lb.

The site inspection is $1000 + travel expenses.
