Federal agents: okay, get them Up There.  Once that's done, they count
for the power of their guns.  If not, nada.

Nuclear weapons: same deal, actually.

Earthbound assets: this being one of the less savory, but ultimately
practical, reasons for lunar colonization - transfer yourself and all
your physical assets Up There, and move your financial assets around in
traditional manners so you can buy what you need and have it delivered
to landing sites with governments that would be more than happy to
offend the Americans (or whichever government you're a national of) on a
high profile but low risk and complexity case, and there's little they
can do to you if they continue to toe the "Space Is For Government Only"
line.
