Wasn't it in Space News? :-)
No, ERPS isn't getting a $4MM loan, or any other. We don't borrow
money (no matter how nicely our bank asks us to). How would we pay it
back?
The plan Sean describes requires a vehicle capable of taking 12
passengers to orbit at a cost of no more than $2000/pound. Such a
vehicle is well beyond the scope of ERPS development, which culminates
in PROTO. Once we develop and demonstrate reusable SSTO, we've
accomplished our mission, and it's up to a for-profit to build the
commercial vehicles. That for-profit may have a lot of ERPS alumni on
the payroll, but it won't be ERPS.
