Hanging and holding might be physically ok, but that's an awfully tough
position for neck support.  If you strap their head back, you've both
limited their range of motion and action and removed flexibility that might
be needed if the body shifts, and if you don't add support, you'll be
dead-lifting from the neck up at 3Gs and likely to smash backwards on
deceleration.
We are using a race-car style helmet support. Range of motion is not a major concern for us.
