Not necessarily anti all aspects of it.  And you need a lot more crew than
that for a Scud, by the way...

Depends on inclination.  High-inclination LEO satellites, in particular,
typically give you a group of passes every twelve hours, each group being
two or three passes one orbital period apart.

Do a succession of small projects, not a single big one.  Given
cleverness, the result can often be similar.
