There are no LEO orbits that don't pass above the comm center's
horizon at least once a day.

This is right out of fantasy.  We're trying to emulate airplane
operations, and I'm not sure we'll ever be able to.  But airplanes
can't do this.  Even helicopters can't take off from some random
parking lot somewhere.
