Not many.

I have 12 positions identified for an MTA launch, though some of them
are dual hatted:

Pyro Operator
TRACON Liaison
Program Manager
Range Safety Officer
Range Control Officer
Parachute Rigger
Propellants Officer
Helmsman (Console Operator)
Recovery Officer
Communications Officer
Public Affairs Officer/Videographer
Observer/Tracker

That's a rough minimum number of roles for a launch to go smoothly,
though a person can fill multiple roles.  For example, I'll be RCOing
from the OP; for another, with the departure of Mark Blair to Oz, Dan
will be looking over his own shoulder as both the KISS Program Manager
and the PropsO (aka Speaker to Peroxide).  Safety officers shouldn't
be dual hatted, and ours aren't.

Depends on where and under what control scheme.  If we're launching
from Black Rock, AST might make us post enough security to ensure
launch commit criteria are not violated.  If we're able to launch from
an airport or spaceport, the port officials will presumably do that
for us.
