That's probably a bad bargain, because that means the last of your ascent
fuel -- the part that you get the most benefit out of -- is being burned
inefficiently in low-Isp engines.  Shutting down some of the big ones is
probably preferable.
That's more likely; it probably depends on the nozzles you use, the landing engines are more likely to optimise for low altitude.
