Those who provide what funds I've been able to scare up are very clear on this. If ERPS needed ten billion dollars to make significant progress, it wouldn't see a penny of theirs if they had a choice (though, at those scales, tax money has been the usual engine for space programs). Thus far, NASA has had nothing to do with us directly, and vice versa.
