I was assuming there was no issue in the opposite direction, i.e., that we do not actively want to ensure that it is or is not on the hub prior to stage 2. Perhaps I misunderstood. Is there anything about this in our process docs or prior discussions? Certainly, if for some reason we wish to ensure that earlier proposals are not on the hub, it would be easy to move off, and then back on later. This has a cost in broken links.
