OPEN LETTER
------------------
To:
1. The Commander-in-Chief of TNI (Indonesian Armed Forces)
2. Chief of Staff of the Army (Ground Forces)

Dear Sirs,

After having thought through the situation in Ambon which continues to be
in conflagration, please allow the undersigned to express his view as
follows:

1. from data gathered, both from Ambon and from the media, it is evident
that many members of the security forces, particularly officers of the Army
(Ground Forces) have taken part in the wanton and cruel murder of
defenseless people. Innocent people had to face numerous officers of the
Army (Ground Forces) who were equipped with modern weapons. These Army
officers have turned Ambon into a killing field and this was done with the
"knowledge" of their superiors;

2. visitors who had been trained outside of Maluku, and arrived clearly
with unholy intentions. As members of the Army (Ground Forces) who violated
their Saptamarga (7 point) Oath, they have given the Army corps a bad and
dirty reputation. The (Army members) have, in collaboration with arrivals
from outside of Maluku, not only cruelly killed fellow human beings created
by God, but they have also burned down totally innocent educational
institutions and houses of worship;

3. from the data obtained, it is clear that the Ambon affair has been
masterminded from outside of Maluku with a view to "ethnic cleansing" based
on hate towards a CERTAIN RELIGION.

Based on the foregoing, I hereby demand an accountability, this time only
from a moral perspective, although not yet from other perspectives, so that
both of you immediately put a stop to the massacre in Ambon, and prevent as
well as send home immediately all arrivals who had been sent systematically
and deliberately from outside of Maluku. The Army officers must be arrested
and brought before a joint civilian-military tribunal. The other rioters
who arrived (in Maluku) must be brought to court as well.

By this letter I stress that in due time Maj.General Tamaela, former Chief
of the Pattimura Military Command and Governor of Maluku, Latuconsina,
should give an accounting before the Human Rights Court of Justice, and
both of you as well.

For your attention, I hereby thank you.

Jakarta, 21 July 2000

Respectfully,

Prof. Dr. J.E. Sahetapy, S.H. (lawyer), M.A.
