I'm not sure this would be a good solution for very small screens,  
but for laptop/desktops I really like this idea.  The widget display  
in Dashboard is how I imagine this looking (when you hit the (+)  
button in the bottom-left corner).  It could be very nice.

By the way, there's a hidden feature for Exposé which gives a  
floating glowing blog that clicking on activates. This might be a  
nice solution for touch screens; dragging the blob moves it, tapping  
it activates the switcher mode.

While we're on the subject of minimising, how do people think it  
should work?  I prefer the minimise-in-place concept to the minimise- 
to-dock version, since it scales better and helps preserve spacial  
memory.  If minimised windows have a proper mini-window, then the  
switcher could just show them along with other windows (perhaps with  
a different border?).

I'd be happy using something like OuterSpace or a command line for
