It exists in all versions in one form or another (in Win2k it's IPCONFIG), but this won't help you if you're on a subnet using NAT to get out to the outside world (very common now for security and convenience reasons, at work or home). The pages people have posted will let you see what your external IP address is, and it may not be the same as your internal IP address.
