Also if you are running Windows (Not sure if this utility exists in
latter versions of windows, i.e. ME, XP, 2k, etc. I am running Win
98SE), there is a program called WINIPCFG.EXE, located in the windows
directory:

C:\WINDOWS\WINIPCFG.EXE

I put a shortcut on my desktop.  Whenever I need to know my IP and
can't remember it (every time), I just open this program.  I have a
cable modem and a 10/100 BaseT NIC, (Dlink brand) and there is a pull
down menu that allows you to select your NIC to display your IP, the
one that the world sees.

This method of determining your IP doesn't rely on someone else's web
server being up running, etc, although clearly if one web address
doesn't work there are several more.
