What you want to do is to set up your LAN first, then get your dial-
up to work.  You can specify WINS for your NIC, get it working, 
and then specify DHCP for your dial-up.  This very machine is set 
up thusly.

Again, unselect the DHCP server option for your NIC.  Also, you 
don't need NETBEUI if you're using Samba.

What does your smb.conf file look like?  I would double-check to 
make sure that the workgroups are the same.  Finally, if you're 
using NT server on the Network, you're going to have to fiddle with 
the NT server and Samba, as the NT server is always going to 
assume it's the master browser on the network, which is a very bad 
thing if you want the Linux box to act as a WINS server, as it 
should be the master browser for the workgroup.
