I agree with seth.

             On the Corvallis list, we had a long pile of useless
             noise posted.

             so for our list, I said that I would filter for her
             and make sure it had high relevance to the local group.

             Some kind of local filter seems like a good idea
             to keep the quality up and the noise down.
