I don't know whether that's the complete distro or not. Shell
scripts, obviously, are their own source.
I can't find any mention of licensing on the coyotelinux site, but the
developer announced it on Freshmeat and on Dave Central as GPL'd.
Where did the info that it's not GPL come from?

Programs that _run_on_ Linux do not have to be GPL'd. Programs that
are _part_of_ Linux do. That basically just means the kernel.
