I have had problems with modems and linux. Specifically
in KDE, the KPPP program can't get permission to access the 
modem dispite permissions being checked and found right.
When using PPP from root (not recommended, I just had to 
test) the box won't negotiate with my ISP and was TERRIBLY
slow to connect before timing out.

The solution involved getting the modem's IRQ (easy from
windoze eapecially with a program called SysInfo). {*If 
someone knows of a comparable hardware configuration probe 
utility for our favorite OS, please post it*} I then used
that info to determine Linux (Slack7) was assigning my ttyS2
(Comm3 port) differing IRQ (4). By using:

 /sbin/setserial -g /dev/ttyS2 irq 11 (Appropriate to my machine)

It all started working properly and fast. I then modified my
/etc/rc.S and rc.serial files to save and load my configuration
at bootup.
