1.) Fast or Broadband connection
2.) Likely a UNIX box doing NAT (I think its called ip masquerading under linux)
3.) A wavelan NIC (Usually about $150-$200)
4.) Sort sort of Line of site antenna, and possibly external amplification.
5.) An Internet reachable static IP address

I got interested in it, when some hackers did it up in Seattle for relatively low 
costs. I've sinced lost the URL, though.
