You can build a strongly authenticating system, if you want to. Put IPSEC on each laptop. Put in firewalls at each coffeehouse that block all traffic except from authenticated IPSEC tunnels. Build a central database that keeps track of the last seen location of each authenticated entity, to verify that each is only used in a single coffeehouse. But you know that is not what I would do. I would fund the network on the honor system.
