What's so hard about simply ignoring/deleting posts that don't interest 
you? Opinions are a vital part of building a community (getting to know 
other people's views is an important part of any relationship.) And our
opinions don't go away just because we engaged in technical discussion.
I don't think there is any practical way you could separate the two. If
people get off track on useless tangents like nuking Iran, I think the 
best thing to do is gently remind them of the purpose of this list and
ask them what the relevance of their post is supposed to be. If there 
is no relevance, than point out that they made a mistake by posting it 
here. If they make the same mistake over and over again, you point out
that they may need cognitive assistance and ask them to stop posting
until they learn to control themselves and behave appropriately in this
social setting. If they do not, you terminate their list membership.

Simple.
