If it is illegal then RoadRunner, SpeakEasy and VeriZon, not mention MAPS
and various other anti-spam groups are in deep trouble.

I actually like it that so many of the regional ISPs are taking mail-abuse
seriously enough to test mail servers they get mail from.

RoadRunner's policy seems to be:
We can scan our customers and we can scan people sending email to our
customers.
