This will cause some screaming. and gnashing of teeth, don't expect
this one to make it into the final product, although if you are a
smaller player dependent on FOSS tools (as most of us are) it's a good
idea that could serve as a safe haven from the patent wars.
From RMS' comments, i gather this is one plank he'll fight like mad to
keep, even if every other developer everywhere freezes their licensing
at GPL 2.x or forks licenses.
