I heard some decent audio reconstructed from optical scans, taken
optically from old 78's.
That's right, set an ancient record on a flatbed scanner, wave hands
around special software,
and shazam old formats are recreated. Now, maybe you could use
digital kirlian photography in a similar manner (microscopically of
course) to read old floppies of arbitrary format.
Or just tell the FBI that these disks have the terrorist plans on
them, and have them use their fancy equipment...

Ran into this last summer, myself. Had used a Brother Word Processor
for years, conveniently forgetting that all things break down eventually.

Had scores of floppies dedicated to their proprietary format. With each
model "upgrade," the previous format became obsolete, so that none of
the newer brother models would read the older brother-formatted floppies.

When the original old tank tanked, brother said tuff, and I ended up
having to hire an outside firm to transfer the data from the old brother
floppies to "new" msdos floppies.

(Will NEVER do business with brother again in any way whatsoever).

Now, so long as I can still get floppy drives... (Saw a portable USB
one the other day).
