You might try "Damn Small Linux". the last time I checked they are still
using the 2.4 kernel with no plans to upgrade in the near future. I'm
pretty sure I've seen LLDP of one sort or another running on a 2.4 kernel.
Which LLDP implimentation are they working with?

LLDP runs directly on top of Ethernet. If you have any knowledge of
packet/raw sockets (AF_PACKET, PF_PACKET) especially in 2.4, I would love to
talk with you a little bit.
