Exactly so. Science you don't understand is magic. And magic can do
anything, right?

There are three categories of people who develop such inventions:

1. They truly are uneducated about the science and physics of the
device.
   They honestly believe it works, based on their limited knowledge, but
   are being fooled by inaccurate or incomplete measurements.

2. They are con artists, who know full well that it doesn't work, but
   are hoping to fool people to make money. There are deliberate tricks
   to make it look better than it really is.

3. The device really does work. They have stumbled onto some sort of
   breakthrough invention. They don't understand themselves how it
works,
   but are trying to learn more about it.

(There is a fourth possibility; they are highly knowledgeable and know
fully well what they are doing, and deliberately set out to invent such
a device. An example would be Dean Kamen and his Segway. But Tilley has
not claimed any such detailed technical knowledge.)

We really don't have enough information yet to decide which category
they belong in. I for one will remain skeptical, and await further
information to determine whether to believe them or not.

Let us know if you find it! It would be very interesting to see if they
left the EV drive system in it. If so, it might be a wonderful
opportunity to reverse-engineer it, so that others could build an EV1
clone. :-)
