They call it "The Bubble."

And if you've seen the little red-and-white vehicle roaming the
Coast Guard base lately, you know the nickname fits.

But, what is it, exactly?

It's a 2006 Global Electric Motorcars e4, a battery-powered
vehicle the base has been testing since July as transportation
for security watchstanders.

The four-seat car has a few "idiosyncrasies" aside from
appearance, but so far, it's performing well, according to Chief
Scott Westerlund of the Coast Guard Integrated Support Ketchikan
base.

"My opinion is that it's doing what we want it to do without
difficulty," Westerlund said.

The e4 isn't the first GEM vehicle at the base, which has an
earlier two-seat flatbed model. And GEM itself has been building
electric cars for several years.

Founded in 1992 by former General Motors engineers, Global
Electric Motorcars built its first electric vehicle in Fargo, N.
D., in 1998 and now is owned by DaimlerChrysler.

The company is one of seven U.S.-based manufacturers of
"low-speed electric vehicles," a class of vehicles that are
powered solely by electricity and have top speeds ranging between
20 and 25 mph.

About 56,000 such vehicles were in use nationwide in 2004,
according to the Electric Drive Transportation Association, which
notes that U.S. military installations' use of GEM vehicles for
security operations in growing.

Here in Ketchikan, the Coast Guard base security personnel been
using Chrysler minivans leased from the federal General Services
Administration, according to Westerlund.

After researching the GEM vehicles, the base decided to try the
company's e4 model in hopes of saving on fuel and maintenance
costs.

So far, so good, according to Westerlund.

Swapping a gas-powered minivan for the electric e4 has saved
about $70 a month in fuel costs, he said.

Keeping the e4 clean and plugged in, maintenance has been limited
to changing a light bulb and replacing a heater fuse, said
Westerlund, who's impressed by GEM's technical support.

"All you have to do is call them and tell them what the problem
is," he said. "They walk you through what you look for; how to
troubleshoot whatever your issue is. That helps out a great
deal."

That contrasts with the minivans, which on more than one occasion
had to be barged out of Ketchikan to a Chrysler dealer for
maintenance issues that couldn't be handled here.

Overall, the e4 is "saving the command a substantial amount of
money by taking a GSA vehicle out of constant use," Westerlund
said.

But how does it run? Pretty simply.

It turns out that the e4's bubble shape provides expansive window
space and headroom — so much so that it has the feel of riding in
an inverted fishbowl.

Opening the (optional) plastic doors reveals a spartan interior.
There's not even a gearshift, just a three-way switch for the
car's two forward gears — high and low — and reverse.

Electricity to power the motor comes from six maintenance-free
"gel" batteries, which don't need to be drawn down completely
before being recharged, said Westerland.

"If the battery was completely exhausted, it would take eight
hours to recharge," he said.

The charger requires a 110-volt, 15-amp circuit, preferably
dedicated to charging the vehicle. The car also has a
"regenerative braking system" that sends power to the batteries
when the brakes are applied.

Fully charged, the 1,270-pound vehicle has a range of about 30
miles, Westerlund said, depending on driving conditions and use
of equipment such as the heater and lights.

Turning the key produces, well, nothing. No starter sounds. No
engine rumble. The car switches on silently and it's ready to
roll.

Westerlund took a Daily News reporter for a spin around the base
in the e4 after a recent snowfall. It was fun, felt sturdier than
expected, and was rather like riding in a futuristic,
street-legal golf cart.

Equipped with studded 12-inch tires and front-wheel drive, the e4
seemed to handle what snow remained on the roads without too much
problem.

The car's DC motor has a continuous rating of 5 horsepower and
peaks at 12 horsepower when the vehicle accelerates or climbs
hills. That doesn't sound like much, but it's enough to power the
e4 up the hill to the upper Coast Guard base without slowing
down.

The e4's bucket seats are comfortable enough, and are equipped
with automotive-style safety belts.

The overall lightness of the aluminum-framed vehicle, however,
makes one wonder how passengers might fare in a collision.

Watchstanders have bought up the issue about the car's plastic
doors and the potential outcome of a collision involving the e4
at the point where Coast Guard vehicles cross South Tongass
Highway between the lower and upper parts of the base, according
to Westerlund.

He noted that other types of small utility vehicles have been
crossing there without any incidents to date. He attributes that
to safety awareness on the part of the public and Coast Guard.

"The Coast Guard appreciates (the public's) awareness and the
safety they display in transiting through this area while we
cross the road," he said.

Among the positives for the vehicle is the fact that it produces
no exhaust fumes.

The average new vehicle in 2006 had a "smog index" of 0.58,
according to GEM information. The e4's smog index is 0.0.

"We're ecologically friendly to Ketchikan's atmosphere,"
Westerlund said.

GEM's retail sticker prices for the 2007 base model e4 start at
$9,675 and rise quickly from there.

Hard doors, for example, adds $2,795 to the total, according to
GEM. A heater/defogger (which, said Westerlund, does keep the
windows clear) is another $425.

The price tag doesn't seem to be deterring too many buyers.

According to the Wall Street Journal, there were about 56,000
low-speed electric vehicles on America's roads in 2004, and an
estimated 60,000 to 76,000 at present.

The Alaska Legislature this year approved a bill allowing the use
of low-speed vehicles on roads that have maximum speed limits of
less than 35 m.p.h., subject to municipality rules.

But in June, the Ketchikan City Council voted to ban such
vehicles from streets within city limits.

Delhi students build hybrid car

India has done it in information technology, pharmaceuticals and
steel. Can it now join the elite club of international car makers
in building New Age hybrid cars that save on gas and go easy on
pollution?

A resounding yes comes from the Delhi College of Engineering
(DCE) and the Indian Institute of Technology (IIT), Delhi, where
students are building what could be the early prototypes of
hybrid cars that have the potential to take on the global
market.

A hybrid car runs on both electricity and petrol, trying to
increase the mileage and reduce carbon emissions while overcoming
shortcomings of electric cars that run on batteries.

A refuelling system to switch quickly between the two modes is
critical for hybrid cars.

Auto giant Mahindra and Mahindra has funded DCE students with a
Rs. 6.5 lakh grant to develop a car that in commercial form could
cost Rs 3-3.5 lakh on Indian roads. That is only a fraction of 
what Toyota charges for its global standard hybrid car, Prius,
which costs around Rs 10 lakh. Hybrid variations of popular
models made by Honda and Ford cost roughly between $20,000 and
$30,000 (Rs 9-13.5 lakh).

"It is expected that we will sign a contract with them (M&M)
soon. The hybrid car is a low-maintenance and environment
friendly vehicle," PB Sharma, DCE's former principal who recently
became the vice-chancellor of Bhopal-based Rajiv Gandhi Technical
University, told Hindustan Times.

Mahindra's senior vice-president in product development, Arun
Jaura, said DCE's single-seater project needs to pass a
comprehensive technical and manufacturing feasibility analysis
before any deal is formalised.

M&M's in-house engineers have also been working on a hybrid
system for the firm's popular outdoor vehicle, Scorpio. Jaura
said a lot in this field would depend on consumer demand and
innovative features but the country was on sound ground. "Indian
technology is rapidly moving towards giving international players
stiff competition," he said.

Anubhav Jain, Abhinav Bhatia and Nitesh Gupta, the three students
behind DCE's hybrid car project, have not used a torque coupler
to blend the power of the engine and motor. Instead, they
designed a belt-and-pulley system that costs only Rs 15,000 while
the coupler, used by Toyota, costs Rs 3.5 lakh.

"We have used lead acid batteries which are less expensive than
nickel cadmium or nickel metal hydride batteries used in hybrid
cars abroad," Jain said. "It is only a matter of time before
India poses a stiff competition in the international arena in
this segment."

>From DCE in North Delhi to IIT in the city's south, a future
journey could well be made in a hybrid bus. IIT-ians have
developed a 100-seater hybrid bus with a Rs 4 crore government
grant that they got about a decade ago, and Tata Motors provided
an old test vehicle and a team of engineers.

Their product now runs in the lush campus. Prof R Arockiaswamy of
IIT's Instrument Design and Development Centre said it cost Rs 18
lakh as an early prototype and can now be made for the markets at
Rs 25 lakh. An international brand would cost Rs 1 crore.

Students from the Delhi College of Engineering (DCE) are building
a prototype hybrid car that would be commercialised for
Rs300,000-350,000 (US$6,703-US$7,820) per vehicle, they estimate.
The project is being partly funded by a Rs650,000 (US$14,530)
grant from Mahindra and Mahindra, according to the Hindustan
Times.

Toyota's Prius costs around Rs1,000,000 (US$22,345) while hybrid
versions of Honda and Ford models cost between US$20,000 and
US$30,000 in the US.

Anubhav Jain, Abhinav Bhatia and Nitesh Gupta, the DCE students
working on the hybrid car project, have designed a
belt-and-pulley system costing Rs15,000 (US$335) rather than
using a torque coupler to combine the engine and motor.

Toyota's coupler costs Rs350,000 (US$7,820), the team claims. The
hybrid car will be equipped with lead acid batteries which are
less expensive than the nickel cadmium or nickel metal hydride
cells used in existing production hybrid vehicles.

The Hindustan Times cites a source as saying that DCE is expected
to sign a contract with Mahindra. However, Arun Jaura, senior
vice president of product development at Mahindra, says his
company will undertake a technical and manufacturing feasibility
study before finalising a deal with DCE. Mahindra is working on a
hybrid system for its Scorpio SUV.

Other students at the Indian Institute of Technology (IIT) in
Delhi developed a 100-seater hybrid bus with a Rs40,000,000
(US$893,754) government grant received a decade back. Tata Motors
provided an old test vehicle and a team of engineers. The bus now
serves the campus.

According to R Arockiaswamy of IIT's Instrument Design and
Development Centre, it cost Rs1,800,000 (US$40,217) as an early
prototype and could be built in production form at an estimated
per vehicle cost of Rs2,500,000 (US$55,858). A comparable vehicle
designed and built abroad would cost Rs10,000,000 (US$223,432),
Arockiaswamy claims.

Toyota exec defends GM in case of who killed the electric car

Many people who have seen the controversial documentary Who
Killed the Electric Car? have noticed the conspicuous absence of
Toyota in the crosshairs of director Chris Paine's magnum opus
about failed EVs in the marketplace. Toyota was leasing the
RAV4-EV, a version of the RAV4 cute ute converter to run on
batteries, at the same time General Motors was offering the EV1.

Detroit Free Press columnist Mark Phelan was told by Ernest
Bastien, Toyota's VP of Vehicle Operations, that the movie, "was
terribly one-sided." The Toyota exec went on to say, "It was not
balanced at all."

Paine freely admits the movie lets Toyota off the hook, mainly
because GM was a much higher profile target. There are other
reasons, as well, including the fact that GM had invested much
more money in developing the EV1 from the ground up, whereas
Toyota merely converted its standard RAV4. For its part, GM makes
itself such a willing target, too. In one instance, the
filmmakers captured protestors being hosed outside of GM offices
when the sprinkler system turned on. GM claims it was on a timer,
but Paine disaggrees. Toyota, meanwhile, greeted protestors
outside its offices with bottled water and keychains.

The story here, however, is that GM's main market rival is coming
to its defense on the matter, and supporting the General's
assertion that there was no market demand for EVs at the time,
and that's what ultimately killed the electric car. In essence,
Toyota has stepped up as a character witness for GM in the case.
Does it sway Paine and his supporters? Not so much. EV advocates
still claim neither company properly marketed the vehicles, and
in Toyota's case, the hyped-up Prius hybrid was clearly the
company's priority over the RAV4-EV.

Nissan, NEC plan hybrid car batteries

Nissan Motor Co. and NEC Corp. plan to set up a joint venture in
2007 to develop lithium-ion batteries for use in environmentally
friendly gasoline-electric hybrid vehicles, sources said
Thursday.

The venture will also make and sell the batteries if development
succeeds, they said.

Automaker Nissan, which announced plans to enter the business
earlier, has judged it needs to cooperate with a leading
electronics manufacturer on development of the batteries, while
NEC has decided to join hands with Nissan as part of efforts to
secure stable buyers of the batteries, the sources said.

The two firms will try to develop small lithium-ion batteries
with high charges for hybrid vehicles, the sources said.

Nissan has been lagging behind its archrival, Toyota Motor Corp.,
in developing batteries for next-generation environmentally
friendly vehicles.

Toyota set up the joint venture Panasonic EV Energy Co. with
Matsushita Electric Industrial Co. in Kosai, Shizuoka Prefecture,
in 1996.

TOKYO, Dec 21 (Reuters) - Japan's Nissan Motor Co. and NEC Corp.
said on Thursday they were considering a joint venture to develop
and produce lithium-ion batteries for hybrid cars and other
fuel-efficient vehicles.

The companies said no details, including the investment amount,
timing and ownership of the potential venture, had been decided.

Nissan, Japan's second-biggest auto maker, last week had unveiled
plans to develop a new lithium-ion battery to be manufactured and
sold through a separate company as part of its efforts to offer
less polluting vehicles. It gave no details on the company at the
time.

Business daily Nihon Keizai reported on Thursday that Nissan and
NEC would set up a joint company next year, aiming to begin mass
production of the batteries by 2010.

"It's true that we are considering a tie-up, but no decision has
been made on the numbers," said NEC spokesman Hideyuki Nakajima.

A Nissan spokeswoman echoed his comment, but added that the
batteries would have to be ready for the auto maker's planned
launch of its first gasoline-electric hybrid car developed
in-house in the 2010/11 business year.

Nissan is also planning to start selling pure electric vehicles
using the new batteries in the early part of the next decade.

The Nihon Keizai said Nissan, which trails Toyota Motor Corp.
in the development of fuel-efficient vehicles, is likely to
take less than a 50 percent stake in the joint venture.

A decision on the tie-up will likely come in the new year,
sources familiar with the matter told Reuters.

NEC estimates the lithium-ion battery market for hybrid cars
would grow to 300 billion yen ($2.5 billion) in 2015.

NEC had previously partnered Fuji Heavy Industries Ltd. (7270.T:
Quote, NEWS , Research) to develop lithium-ion batteries for cars
but they dissolved the partnership early this year when the maker
of Subaru cars formed a capital alliance with Toyota. ($1=118.10

Largest electric car plant under construction in N.China

A factory capable of producing 20,000 electric powered vehicles a
year is now under construction in the northern port city of
Tianjin.

The plant covers an area of 16.5 acres, including a production
base, a research and development center and a testing center.

The Tianjin Qingyuan Electric Vehicle Co. Ltd. (QYEV) will invest
165 million yuan (21 million U.S. dollars) in the plant. It is
expected to be completed at the end of 2007.

The QYEV exported 112 battery-powered minibuses to the United
States in 2005 and is expected to export more than 500 to the
United States in 2006.

The company predicts its annual exports will reach 5,000 electric
cars to the U.S and another 5,000 to European and Asian markets

Think to sell electric car over internet

Electric car company Think will reintroduce a new version of the
plastic city car in London this autumn, says industry magazine
AM.

Bosses at the company, formerly owned by Ford [Ford quotes] are
considering the best way to bring the car to market, but it is
thought that the strategy will not include a network of
showrooms, and the car is likely to be sold over the internet
from a single site.

The cars are made from a tough thermoplastic and consist of
two-seaters with a small boot, while the styling has been updated
for the relaunch. Standard kit includes ABS, power steering and
electric windows and manages 80 miles on full batteries.

Originally launched in 1999, Think was subsequently acquired by
Ford, who went on to mothball the car during a set of cutbacks
and sell it back to the original owners.

A launch in London will allow Think to take advantage of waived
congestion charges and free parking in certain London boroughs,
suggesting that a high proportion of the fleet will be leased to
businesses in the capital.

Environment: Camper a shoe-in for electric car

Spanish design firm Camper - best-known for its shoes - has
developed a proposal for a two-wheeled electric car.

The Lotus is a personal commuter vehicle rechargeable from a
domestic power supply. It features gyroscopic technology - as in
devices like the Segway - and polycarbonate panels to give
protection from the weather.

The Lotus has been proposed specifically as a vehicle for China,
to help solve its growing problem of congestion and air pollution
in cities not designed for motor vehicles. It could theoretically
work anywhere, though and, like the Segway, could be suitable for
hourly and daily rentals by tourists as well as commuters.

At the moment, the Lotus is only a series of computer-generated
images, but Camper is said to be collecting feedback and studying
the feasibility of bringing it to production. They might have to

Venturi, makers of beautiful electric vehicles like the Fetish
and the Astrolab are coming out with an electric car that we can
afford at $30k, and that will actually be for sale as soon as
June 2007. It can be powered by either its photovoltaics, or the
wind through a "force wheel". Too bad it looks like a Model-T
golf cart.

The car, according to giz fav Mobile Mag, runs off a 22HP [motor],
with primary power coming from being plugged in, or the 2.5
square meters of roof panel. It'll go a little less than 100
miles at 50MPH, per charge.

Kiosks, automatic vending facilities to follow ordinary charging
stations

In a few months time, a five-rupee coin will be all you need to
charge up if you own an electric bike and have a base in Pune.
And this one charge will keep the bike running for 50 km - at a
time when the next best thing are the 'economy bikes' that claim
around 90 kms a litre of petrol at a cost of Rs 52. In other
words the e-bikes are offering an economy of scale that makes it
five-fold cheaper than the conventional bikes.

The city is likely to get its first rapid charging station by
January end, followed by vending machines over the next three
months. The stations will 'fuel up' the vehicles in 7-10 minutes
as opposed to the 8-hour charging format presently followed.
While RK Rims, manufacturer of Snappy and Matrix bikes, which has
sold over 3,000 electric bikes in the city, will be the first to
set up a charging station, other players like Ace Motors and
Electrotherm India will follow suit over the next few months.

"We will have our first charging station in Pune as electric
bikes are very popular here. Stations will be set up at five
places, starting with one in the Deccan area," said general
manager (sales and marketing), RK Rims, Dipankar Basu. The
company will follow up the Pune initiative with stations in
Kolhapur, Nagpur and Vasai in Mumbai.

While RK Rims is going in for no-frills recharging stations, Ace
Motors is going in for vending machines and kiosks. The company,
which will start rapid charging services in the next few months,
is looking at unique revenue sharing models. "We are planning to
set up small kiosks at different place like STD booths, general
stores, shopping malls and cinema halls where customers can get
their vehicles recharged at ease," managing director of
Pune-based Ace Motors, Kumar Raval said.

The kiosks would be followed by automatic vending machines
working on the same principle as coin operated telephone booths.
"The user can go to vending machine, put in a coin and get the
vehicle recharged within 10 minutes," Raval said.

Other manufacturer are scouting for locations and evaluating the
feasibility of different business models. "We are evaluating
places where the charging stations can be set up. As most people
now charge their bikes at home during night, we are looking at
possible alternative locations for day time charging options," an
Electrotherm India representative said. The company, which
manufactures 'Yo Bikes', has sold over 20,000 units in nine
states across the country.

While manufacturers say such charging stations are the way of the
future, they admit more users are needed to make the concept
succeed. "We need to have more that 5,000 vehicles in the market
before successfully running charging stations. The concept will
take some time to catch up," Basu said.

However, world leaders in the technology are already sure what
the future holds for this segment. "A concept being proposed in
China is a multipurpose wind powered charging kiosk and street
light. The same pole would have streetlights and also charging
points for electric two wheelers," president of the World
Electric Vehicle Association, Dr C C Chan said at the electric
and hybrid vehicles conference on electric and hybrid vehicles
held earlier this week in the city.

The tzero And The eBox Electric Car Technology

The tzero is an all electric sports car that was developed by AC
Porpulsion in California. This is one exciting alternative fuel
vehicle.

The tzero prototype has been raced against Ferraris, Porsches,
and Vets and has equaled or beaten them. Now that is an amazing
piece of machinery. In 2003 the tzero got the highest grades in
the Michelin Challenge Bibendium.

The Michelin Challenge is not an easy win. It is a yearly
competition for sustained road mobility to find a vehicle that
will provide safer and cleaner mobility. Each alternate fueled
vehicle must go through several grueling tests scoring the
highest marks to be chosen a winner.

The tzero is [no] longer being considered for sale but the
technology that drove it continues to be used in cars like the
Tesla, the Venturi Fetish and the Wrightspeed X1. The three
prototypes that were built are still in use.

The company has recently developed a new electric car called the
eBox. The eBox is an electric conversion car made from the Scion
xB 5 speed model.

You deliver the Scion and only $55,000.00 or so later you will
have your very own electric car. You must put $10,000.00 down and
your car will be scheduled for a 2007 conversion. The cars are
only available in California.

AC Propulsion will convert your Scion xB. First it will remove
the engine and internal parts and install the electric drive
system and the battery. The xB is an unusual combination of power
and efficiency. It runs on a lithium ion battery.

TNT deal could lead to jobs explosion at Tanfield Group

UP to 400 jobs could be created in the region by The Tanfield
Group if a newly-won UK contract to supply zero-emission vehicles
is extended across Europe.

Earlier this month, Tanfield announced its Smith Electric
Vehicles division [ http://smithelectricvehicles.com ] had 
agreed a deal with parcel delivery company TNT to supply two of
its Newton vehicles for trial, with a view to ordering 400 more
for use in the UK.

The deal, over two years, would be worth about £24m.

Only days later, Peter Bakker, TNT's global chief executive, has
ordered an immediate feasibility study to establish how many of
the 7.5-tonne vehicles the company could use in Europe.

Last night, a Tanfield spokesman told The Northern Echo that the
subsequent order for vehicles could lead to the creation of
between 200 and 400 jobs in the North-East.

Although it is unknown how many extra vehicles TNT might order,
it is thought to be several hundred.

A Tanfield spokesman, said: "Groupwide, we would be talking about
the creation of between 200 and 400 jobs, the vast majority of
which would be in this region.

"It is still early days when talking about how many vehicles will
be ordered, and depends on the findings of the feasibility
study."

A potential deal would be on top of Aim-listed Tanfield's
predictions that its turnover will grow to nearly £100m by the
end of next year, and its planned creation of 400 jobs within the
next three years.

The results of TNT's study are expected next month, and it is
believed that Newton vehicles could be on the streets of
Amsterdam, Paris and Milan shortly afterwards.

The development marks the latest success for the Smith division,
which agreed a deal earlier this year with Enova, in California,
to supply 120kw electric systems to power its zero-emission
vehicles.

Smith, the world's largest road-going commercial electric vehicle
maker, is based at Tanfield's 250,000sq ft factory in Washington,
Wearside.

Darren Kell, chief executive of The Tanfield Group, said: "This
is a really significant development for us.

"The global chief executive of one of the biggest delivery
companies in the world has taken a personal interest in our
vehicle.

"Developing vehicles for Europe has always been part of the
strategy for Smith and we are delighted that TNT is leading the
way as our first customer."

Yes, I got the early posts.  They stopped coming through after the car 
arrived during the Thanksgiving weekend.  We were (are) ecstatic about the 
arrival 
and we wanted everyone to know about it.  There were twelve posts that did not 
get through.  Many of the October post replies were rather negative so I 
suspected emails from me on that subject got censored?  No idea really.  I just 
found that if I included any reference to the October announcement, it would 
not 
go through.

  Personelly, I like the bug as a starter vehicle.  It has a decent charger and 
heat.  Parts available.  Good platform.
   
  The 007 is what it is.  Probably will go cheap.  In that condition, I'd say 
its worth $750.  2x that total once it is shipped unless you are close.  Needs 
work, but still an all around decent EV if fixed up.  I used to have one.  A 
little on the heavy side with 20 batts, and the EV-1 controller should go, but 
other than that an all around decent 1st EV.
   
  Maybe Santa will bring you an EV if you ask nicely and were good this year.

Hi Guys and gals,

Can I ask for opinions on choosing a good set of shoes for an EV? My miniEl seems to have the original tire on the front but some motorcycle style wheels on the back. Apparently they should all be the same. At the moment I'm experiencing a really bad grip on the rear wheels which I think it down to the tread pattern of the rear tires.

What sort of tread patterns give reasonable grip whilst maintaining low rolling resistance? Discuss.... ;)

You need tire with a flatter profile to the road..

The width of the tire (not the contact patch) and air pressure determines most of the rolling resistance.

So the more narrow the wheel generally the less resistance but the profile should be square to the road.
