I have to admit, I don't always think to promote NEDRA
as much as possible; thanks for the reminder! If
NEDRA was not mentioned on the article, I think I'll
write a "letter to the editor" mentioning the NEDRA
site first, then maybe some other interesting EV sites
(photo alblum, Gone Postal :-), Plasmaboyracing, etc).
I'm sure others can write better than I can, which is
why I'm mentioning this on the list.

It's a mystery why automakers are in low gear on development
One of life's great mysteries is why the automobile manufac
turers are not making and selling electric cars in a market in
which there is increasing demand for them.
More bizarre still is that electric-car proponents had to mount a
campaign to dissuade a number of automakers from crushing the
5,000 electric vehicles they had produced, an effort that managed
to save 1,000 of them.
The documentary "Who Killed the Electric Car?" looks at this
strange phenomenon in a country whose politicians regularly chant
"energy independence" but do nothing about it. America imports
two-thirds of its petroleum, a dependency that will only get
worse for a country that has but 2 percent of the world's known
oil reserves but consumes 25 percent of the planet's oil
production.
The great bulk of electricity, on the other hand, is produced
domestically, mostly from coal and nuclear. And since most of the
recharging of electric vehicles would occur at night, it would
require a vast number of EVs on the road before additional power
plants would be needed to service them.
The automakers, finally, may be gearing up to answer the need.
Ford has unveiled an electric hybrid charged either from a
standard wall socket or an onboard fuel cell. It could drive the
first 25 to 30 miles on power from the grid, which for legions of
people would cover their entire commute. But this prototype
requires hydrogen gas as a backup, making it, at best, a
futuristic vision that will have to await the vast deployment of
a hydrogen-distribution system that isn't on the horizon.
Likely far more significant is General Motors' Chevy Volt, a
hybrid concept car that gets up to 150 miles per gallon that was
unveiled at the North American Auto Show in Detroit earlier this
month. GM Chairman Rick Wagoner has admitted his biggest mistake
was pulling the plug on the electric car, a field in which the
world's largest automobile manufacturer had a commanding lead.
The Volt can run 40 to 45 miles on its battery charge, and has a
small 1-liter gasoline engine that gives it a range of 600 miles.
GM says it is having difficulty lining up a supplier to build the
Volt's battery, and it won't give a definite time line for
introducing the vehicle as part of its product line, though it
has hinted at three to four years from now.
But there is continuing skepticism about GM's intentions,
including those who suggest the announcement was an attempt to
forestall competition among smaller or start-up firms looking for
investors in EV production.
If Americans had to pay at the pump for the massive military
investment in keeping the sea lanes open for the transport of
crude oil from the Persian Gulf and elsewhere, the electric car
would be as hot as flat-screen TV sets. Even without that, we
suspect there is a huge market for an affordable, reliable and
attractive electric plug-in vehicle. And the first company to get
it into dealer showrooms is going to be a big winner in a huge
new market.
More important, a timely entry of EVs on a mass scale could delay
or prevent an oil crisis with severe economic repercussions. The
sooner America makes the transition from the gasoline-powered
engine to the electric-powered engine, the better for the
country, the better for the planet, the better for us all.

Lung Doctor Convinces His Auto Dealer to Sell Electric Cars
ALAMEDA, CA -- (MARKET WIRE) -- February 09, 2007 -- Once you
drive an electric car, you never forget it. That's why Steve
Lowery, M.D., a pulmonary physician in Alameda, California
convinced his local Volvo dealer to start selling a new electric
car from ZAP.
Lowery was one of the hundreds of Californians who leased
electric cars from major automakers over the past several years,
but were forced to return them after the lease was over, as
described in the recent documentary "Who Killed the Electric
Car." The cars were destroyed or shipped overseas, despite many
customers expressing an interest in buying the vehicles. For
years Lowery waited for a replacement, when along came the new
XEBRA (pronounced 'zebra') electric car and truck from Bay Area
electric vehicle pioneer ZAP.
A new electric car dealership for the ZAP XEBRA opens Saturday,
February 10, 2007 at 10 AM.
The XEBRA also comes in a truck. [...] "As a lung doctor, I see
too much asthma, chronic bronchitis and cancer. We need to find
more ways to reduce air pollution and I believe electric cars are
an important way to do that," he said.
So important that Lowery convinced his local auto dealer Mike
O'Connell to come up for a dealer training at ZAP in Santa Rosa,
California. Lowery's wife is a customer of O'Connell Volvo in
Alameda (http://www.oconnellev.com) where they bring it regularly
for maintenance. Lowery believed so much in the business
opportunity, he has partnered with O'Connell in starting the new
electric car dealership.
"Volvo's are safe and efficient, but they still use gas," said
Mike O'Connell, an auto dealer since 1963. "I decided to do this
when I looked down in the engine compartment of the ZAP and
didn't get a face full of smoke, I knew electric cars are the
wave of the future." O'Connell says he could sell all the cars he
can get even though he has not held his Grand Opening, this
Saturday from 10am to 4pm.
ZAP calls the XEBRA a 'city-car,' an all-electric design for
city-speed driving up to 40 MPH. The XEBRA comes in a 4-door
sedan or pickup truck with a convertible dump/flat bed. It plugs
into a 110volt outlet for a full charge in up to six hours and a
50 percent charge in 1.5 hours. Range varies up to 40 miles per
charge, depending on charging, speed, driving conditions and
other factors. Fueling is estimated to cost 1-3 cents per mile
while maintenance costs one-third that of gas due to the
reduction of moving parts, less wear and replacements. ZAP says
the XEBRA was designed to appeal to environmentalists and is even
available with zebra-stripes.
The Environmental Protection Agency says air toxins emitted from
cars and trucks account for half of all cancers caused by air
pollution. Studies by the State of California, The Electric Power
Research Institute (EPRI) and The Union of Concerned Scientists
say that electric cars reduce automotive emissions by more than
90 percent, even including the emissions from power plants.
California estimates that transportation makes up 61 percent of
air pollution. EPRI estimates that millions of electric cars
could be charged at night using off-peak electricity generated by
power plants.

Hope to exceed Rs 710 cr in revenues: Electrotherm

Electrotherm India is planning to expand its offering of
electronic two-wheelers and also aims to double the sales of its
electronic YoBykes.
Managing Director of Electrotherm India, Mukesh Bhandari says,
this year, the company is likely to cross about Rs 710 crore in
terms of revenues, out of which about 15% would come from
electric vehicle division, which should go up to 25% next year.
Going forward, the company is looking at launching a high
capacity bus soon.
Excerpts from CNBC-TV18's exclusive interview with Mukesh
Bhandari:
Q: Division-wise, breakdown the performance? What sort of order
book are you sitting on at this point in time?
A: We are comfortable with order book. We have three divisions.
The steel division is selling products on a day-to-day basis and
we are projecting sales of about 1,50,000 units next year i.e.
April 2007 to March 2008.
Q: What is the revenue percentage breakup between your equipment,
automotive and steel division?
A: This year, we are likely to cross about Rs 710 crore, out of
which about 15% is coming from electric vehicle division and this
should go up to 25% next year. The rest is from steel and
engineering project divisions.
Q: You have planned a fair amount of capex. You are looking to
get into scooter business and then, as we understand, even launch
a battery fuelled three-wheeler. So what are your total capex
plans? How much investment it would require and would it require
raising any funds or dilution as a result?
A: In phase one, we have invested close to Rs 440 crore and in
phase two, we are investing about Rs 300 crore more and this will
be done by next year. We are increasing our electric two-wheeler
capacity from a 100,000 per year to 200,000 per year.
We are installing an electric three-wheeler capacity of about
50,000. We will also be putting up a small plant to manufacture
hybrid electric buses, so with this, we will have a substantial
growth next year.
Q: How are you going about funding this Rs 740 crore? Is it
essentially debt or have you looked to dilute some equity from
the companys front as well?
A: So far, we have taken some debt and have diluted our equity a
little. Further, we are raising about Rs 200 crore through
private equity placement.
So about Rs 270 crore will be through equity and Rs 30 crore will
be through accruals. So we will be generating Rs 300 crore
through equity placement and accruals.
Q: What sort of performance you have seen by YoBykes?
A: We believe we will be able to sell about 50,000 vehicles by
March 2007 and I think we should be close to that number. We will
definitely cross about 40,000 vehicles.

Electric-car start-up Tesla considers East Bay factory

Tesla Motors' chief executive said the Silicon Valley
electric-car start-up will decide by early March if it will build
an assembly plant in Pittsburg in Contra Costa County or another
location.
``We're more or less down to two,'' Martin Eberhard, who
co-founded the San Carlos company, said Thursday.
Pittsburg has been ``absolutely phenomenal in their enthusiasm''
to get the factory, which might employ 300 or more workers. ``But
there are still some negotiations going on, and these
negotiations are unbelievably complicated.''
Issues include land, logistics, labor costs, proximity to
suppliers and government incentives. Assemblyman Kevin de Leon,
D-Los Angeles, has introduced a bill to create a clean-fuel
technology fund with the expectation that some of that money
would go to Tesla.
The Contra Costa Times has reported that Albuquerque, N.M., is
the other contender for the plant, but Eberhard wouldn't confirm
that. New Mexico is offering Tesla about $20 million in
incentives, the paper reported.
Tesla will produce its first vehicle -- a zero-emission, two-seat
roadster -- late this year as a 2008 model. The company has taken
325 deposits on the $92,000 vehicle, which has a range of about
250 miles and goes from 0 to 60 mph in about four seconds.
The roadster will be built at a Lotus factory in England but a
second Tesla vehicle will be assembled in the United States.
Code-named White Star, it will seat five and have a starting
price of about $50,000. It's scheduled to go into production in
2009, he said.

Silence PT2 rocks three wheels, all electric powertrain

Getting word of a new electric car hitting the pavement is
(thankfully) becoming quite common these days, but crafting a
vehicle that's made it a few steps beyond the easel is certainly
noteworthy. Silence, Inc. [ http://silenceinc.ca ], a mash-up
of Canada's EBW and T-Rex, has set out to "design and build
high-performance electric vehicles," and the company's first
attempt looks to be a winner.
The three-wheeled PT2 certainly has a flair for the dramatic, as
its metallic paint, vivid interior, and overall dashing good
looks make it a sight for sore eyes in the fully electric vehicle
department, and as if that weren't good enough, this bad boy can
reportedly cruise 125 to 250 miles on a single charge, hitting
speeds "around 125-miles per hour" along the way.
Silence states that its PT2 will be "available for ordering"
sometime this Spring, but folks with enough interest (and the
spare loot to back it up) can hit them up right now to get on
the short list, and for those already glancing away to save

Silence PT2 Electric Trike Goes 125MPH, Ships This Spring
It seems like nary a week goes by without an intro of yet another
electric vehicle, and this week it's the Silence PT2 by EBW &
Silence Inc., an all-electric three wheeler that's a cross
between an electric car, a go-cart and a motorcycle. Its makers
say the 13-foot-long pocket rocket has a range of 125-250 miles.
The minuscule 900-pound vehicle is not quite as fast as that
zero-to-60-in-4-seconds Tesla electric roadster, but then it
still has a top speed of 125mph, and at $42K, doesn't cost nearly
as much as the $100,000 Tesla. The company's taking orders for
delivery this spring.

PHEV Utility Trouble Trucks Coming to California

A plug-in hybrid electric vehicle (PHEV) system for utility
trouble trucks and vans is being developed in a $1.6 million
joint effort in California. The Electric Power Research Institute
(EPRI), Ford, Eaton Corporation, and the California South Coast
Air Quality Management District (AQMD) are joining forces to
develop the PHEV "boom trucks," with AQMD ponying up $300,000
from its Clean Fuels Fund.
Four prototype PHEV trucks based on a Ford F-550 chassis will be
tested this year by the three utilities taking part: Southern
California Edison, the Los Angeles Department of Water and Power,
and Pacific Gas & Electric. SCE will test diesel PHEVs, LADWP
will test gasoline PHEVs, and PG&E will test both. The goal: a
design that Ford MVE engineers can sign off on as a ship-through
product, and migration of the resulting powertrain to commercial
vehicles.
In a second phase, the project will expand to 50 trucks and
E-450-based vans for use in public and utility fleets.
The F-550 PHEV runs either a 6.8L V10 gasoline engine or 6.0L V8
diesel engine in a parallel, pre-transmission hybrid
architecture. Design goals for the vehicle include:
-Reduced fuel consumption, emissions, and operating costs
-Use of grid electricity for part of the vehicle's daily duty
cycle
-Regenerative braking with four-wheel drive capability
-30 kW of standby AC generation capacity, with 5kW of export
power and standby operation time of at least six hours to run
the bucket, power tools, lights, and accessories without running
the engine
-Advanced battery packaging, charging, and cooling systems with a
five-year lifespan

They're called carpool lanes for a reason

In 2004, the Legislature opened up carpool lanes to the first
75,000 solo drivers of hybrid vehicles who applied for the
privilege. When the first 75,000 stickers were snapped up in less
than a year, lawmakers approved 10,000 more to be distributed on
a first-come basis. They have all been taken. So legislators are
now talking about expanding the experiment -- letting more solo
drivers of hybrid cars onto carpool lanes.
That would be a mistake. In fact, the whole experiment should end
now. The more solo drivers are allowed in car pool lanes, the
more those lanes turn into just another parking lot at commute
time. The incentive to car pool is lost.
Carpool lanes were created not just to help clean the air but
also to relieve congestion. The more that otherwise solo drivers
left their own cars at home and took the bus, a van pool or
joined two or three others in a carpool, the more congestion was
eased for everyone else. These real carpoolers were justifiably
rewarded by being allowed to zip along in relatively unclogged
special lanes.
By opening the lanes to solo drivers of hybrid vehicles,
legislators degraded the carpool ethic itself. As one driver told
the Los Angeles Times recently, "This is why I spent over 25
grand on a car -- just to get the (carpool lane) sticker."
Proponents claim the law gives people incentives to buy cleaner
vehicles, but even before it passed there were waiting lists to
buy the one high mileage hybrid car that qualified, the Toyota
Prius.
Those lucky enough to buy their hybrids early were able to get
the limited number of stickers that allow them into the carpool
lane; those who bought later are out of luck. That makes no
sense. Lawmakers should return carpool lanes to carpoolers, and
the sooner the better.

The Blind Say Hybrid Cars Could Endanger Lives

(WJZ) Annapolis, Md. A house committee in Annapolis voted "yes"
to a bill Thursday which, would require more hybrid cars to be
sold in Maryland.
But, as WJZ's Suzanne Collins reports, there is one group of
people saying a law like that could endanger their lives.
The National Federation for the blind said it is very concerned
about any law that would require more hybrid and fuel efficient
cars be sold because those cars make very little noise.
"For blind people we use the sound of the traffic not only to
determine when to cross the street, but to navigate, and hybrid
vehicles are silent," said Chris Danielsen from the Federation Of
The Blind.
Many blind people have said they support conserving fuel and
promoting a clean environment, but they want an amendment to the
Maryland Bill, which would require hybrids to make noise.
Advocates for the blind have made two suggestions to lawmakers.
One is to have the radiator fan of the hybrid vehicle go one when
the cars go into electric mode, the other is to put something in
the car's wheel well to make noise when the car is moving.
Blind city-goers explained they can hear the wind resistance of
cars on a high speed highway or the grinding of gravel on a
country road, but when crossing city streets they need to hear
the car's engine.
John Pare is not blind but he is part of the National Federation
Of The Blind and he is very concerned about the bill. "The
traffic and the sound of the cars give a very clear signal of
what the pattern is, when stopping, when accelerating, when
they're turning."
A test was done at the National Federation for the Blind
Headquarters with a Toyota Prius and a Honda Hybrid. Testers said
the Honda was quiet but they could not hear the Toyota at all.
"I never heard the car until it actually touched me, I was
shocked," said Pare.
The Vice Chairman of the House Environmental Affairs Committee
said there is no language in Maryland's clean car bill to address
the concerns of the blind. But, a strong suggestion will be made
to the Department of Transportation to come up with some
solutions.
Supporters have also said the technology necessary to make
hybrids a little bit noisier would not add too much to the cost
of the car.

WA Govt approves electric car trial
The Western Australian Government has approved a one-year trial
of 50 small electric cars that produce zero emissions.
Western Australia will become the first state to trial the
vehicles, provided the Federal Government permits the cars to be
imported into the country.
Participants will have to pay about $15,000 for the cars and they
will be restricted to roads with speed limits under 80 kilometres
an hour.
The Planning and Infrastructure Minister, Alannah MacTiernan,
says the trial is a step towards tackling climate change.
"These vehicles offer amazing savings in terms of fuel and
amazing reductions in vehicle emissions," she said.
"We have to be prepared to trial these and to consider allowing
them onto Australian roads."

SA electric car distributor hopes Govt will reconsider ban
The Adelaide-based distributor of an electric car says it is
hoping a trial in Western Australia will lead the South
Australian Government to reconsider its position.
Western Australia has approved a year-long trial of 50 small
electric cars that produce no emissions.
The Reva car was originally imported to South Australia by the
Solar Shop more than a year ago but was not allowed onto South
Australian roads.
The Solar Shop's manager, Leonard Lee, is hoping the local case
can be put again to the State Government.
"At the end of the day, it's well on the record that they didn't
care to support the Reva," he said.
"It was disappointing, but I would hope they might review that
decision now that our neighbours in Western Australia have come
to the party, and follow suit."

Saft lithium-ion battery system powers MOVE underwater vehicle
during nine month deep sea exploration missions
A single charge of the Saft VLE rechargeable lithium-ion battery
system can provide Marums new deep sea exploration vehicle with
up to nine months autonomous operation on the seabed
A Saft lithium-ion battery system will power MOVE, an unmanned,
autonomous deep sea exploration vehicle on missions lasting up to
nine months, while it crawls the seabed at depths of several
thousand metres to make continuous observations of processes at
the ocean floor.
MOVE, which resembles the well-known Mars rovers, is one of the
new generation of deep sea exploration vehicles under development
at Marum, the University of Bremens centre of marine
environmental research and NIOZ, the Netherlands Institute for
Sea Research. It is designed to serve as a mobile platform for
various scientific instruments and experiments and has a maximum
speed of 5 cm/s and a range of one km. An acoustic link to the
surface is used to interrogate the vehicle and retrieve status
information, scientific data and video and still images from the
onboard camera.
Dr Christoph Waldmann, Marums project manager for MOVE, said:
We face many of the same technological challenges encountered in
space exploration. There are similar constraints regarding energy
supply, communication bandwidth and controllability of the
deployed systems. We decided to use a Saft lithium-ion battery
system in the MOVE vehicle because it offered the ideal
combination of high energy content, long-life, reliability and
low self-discharge. This will enable us to deploy the vehicle on
missions of up to nine months, to make repeated long term
observations on the ocean floor without needing to recover the
vehicle to recharge or change the battery pack.
Integrated modular battery system
Saft has developed a special, modular integrated battery system
for MOVE, based on VLE lithium-ion cells. These cells were
originally developed for hybrid and electric vehicle applications
to pack as much power as possible into a lightweight and space
efficient package.
The MOVE battery modules comprise three parallel strings of seven
VLE 45 Ah cells, providing a nominal 24 V and 135 Ah capacity,
mounted in a tube to withstand deepwater pressures, and complete
with an electronic control management system for the monitoring
of charge and discharge voltages and cell temperatures. Four
modules have been manufactured, and these can be mounted on the
vehicle andconnected in parallel to provide the appropriate
battery duration for each seabed mission, up to a total capacity
of 540 Ah and 13.2 kWh.
Deep water tests
MOVE has successfully completed sea trials in the Skagerrak, the
deep water strait between Norway and the southwest coast of
Sweden, at depths down to 650 m. It is now moving on to carry out
its first scientific missions in shallow water regions of the
North and Baltic Sea.

Ricardo, QinetiQ and PSA Peugeot Citroën unveiled their
Efficient-C diesel hybrid prototype, developed through a
collaborative research project under the UK Department for
Transports Ultra Low Carbon Car Challenge.
After two years of development, Ricardo and partners delivered
a full hybrid diesel vehicle emitting only 99 g/km CO2
equivalent to 3.75 l/100 km or over 75 mpgbased on a fully
featured Citroën Berlingo Multispace family car. This represents
a 30% improvement in fuel economy and CO2 emissions when
compared to the equivalent diesel production vehicle, said
Ricardo.
The 5 door Euro 4 compliant Efficient-C demonstrator vehicle
comprises the following integrated technologies:
A fuel-efficient PSA Peugeot Citroën 1.6 liter HDi, turbocharged
and intercooled common rail diesel engine.
A compact 23 kW 288 V DC electric motor mounted between the
engine and the transmission, providing up to 130 Nm electrical
torque assist, efficient electrical power generation,
regenerative braking and full electric vehicle (zero emissions)
operation at low speed.
A 5-speed automated manual transmission delivering cost effective
automatic functionality.
An advanced 288 V Li-Ion battery pack and battery management
system to monitor state-of-charge, cell temperature, and cell
voltage balance.
Supporting systems including a low temperature cooling circuit to
protect the electric motor and power electronics, an
electro-hydraulic power assisted steering system, electrically
powered air conditioning and a touch-screen driver display.
A supervisory control system based on the Ricardo rCube prototype
controller to coordinate the many vehicle systems to meet driver
demands whilst optimizing fuel economy.
Among the project partners, Ricardo was the project leader and
contributed program management and hybrid vehicle systems
integration expertise. PSA Peugeot Citroën provided expertise in
vehicle architecture, base vehicle hardware and hybrid powertrain
components. QinetiQ contributed expertise in the areas of energy
storage, battery management and high voltage wiring systems.

The diesel engine is universally acknowledged as the most
efficient internal combustion engine in widespread land transport
use. It can demonstrate its efficiency in a variety of ways
hauling 40 tonne payloads across continents, wafting busy
executives along hectic Autobahns at 200 km/h or, more recently
and at the other end of the power scale, winning the gruelling 24
hours of Le Mans by a handsome margin (see Audi R10 Diesel Race
Car.)
More recently still, JCB and Ricardo demonstrated the most
extreme application of the diesels inherent performance
potential when the 1500 horsepower Dieselmax streamliner took the
world land speed record for diesel-powered cars at Bonneville
Salt Flats in Utah in August 2006, raising the bar to over 350

It has the instructions for building a very small, simple, inexpensive,
micropower "sender" for biomedical applications. It is a 1-transistor 1 MHz
oscillator that is keyed on/off at a rate proportional to temperature (sensed
with a thermistor). It runs for weeks on a single 1.5v coin battery. You can
receive the data with any AM radio. Tune the radio to 1 MHz and you hear a
"tick-tick-tick" whose frequency represents the temperature.
To adapt it for sending battery voltage, add a zener or TL431 voltage
reference. This reference powers the circuit at (say) 2.5v. Replace the
thermistor with a fixed precision resistor to the battery voltage. This
resistor and the 0.1uF capacitor in the circuit (and the voltage reference)
determine the frequency, and thus battery voltage.
If you have identical units on every battery, you can't tell one from the other
-- they would sound like crickets on a summer night. But, you can tune each one
to a slightly different RF frequency, so a receiver can pick each one in
succession to read its data. Or, leave all of them at the same RF frequency,
and make the "tick" frequencies different; battery#1 goes from 10-22 hz, #2 is
20-40 hz, #3 is 40-80 hz, etc. That way, a spectrum analyzer (or its software
equivalent) can separate the data for each unit.

Has anyone else noticed that the charge port on the Tesla is not one
of the two NEC Article 625 approved choices? Unless there has been a
change I am unaware of, only the GM/Toyota inductive paddle and the
Avcon conductive connector used on the Ranger EVs and the Honda
EVPlus are approved for use. Did Article 625 get modified or is
Tesla just blowing it off?
