I am guessing that this would be a nice vehicle in a larger mobile home park or condo complex and in fact, that is where I usually already see golf carts roam around. If I look at my commute then I can stay off freeways, but in order to cross the freeway, there are essentially only roads that are posted with speed limits between 40 and 50 as far as I know, so this vehicle would be of little use. Even driving El Camino is possible for a short while until the next town where it changes from 35 to 40 and you would need to stay on residential streets, winding your way around the neighborhoods and only crossing the arterials instead of the direct route on these arterials, because they have a 40 MPH speed limit, not allowed for NEVs. And indeed, even though this NEV may be "hopped" (speed limit removed) that still does not mean that you can legally go on any street with a speed limit higher than 35... I would say: buyer beware, if you know what you are doing this can be a nice alternative to a "bubble" or "golf" car with more utility and with real doors.
