Ok, sometimes I'm a little slow.  Why make a NEV instead of an EV?  What is
the advantage?  Last time I checked 25 mph is really painfully unbelievably
s--l--o--w.  Boulevards around town have a speed limit of 35 or 45 mph.
 You would be a traffic nuisance and make everybody REALLY hate electric
cars even more.

What am I not seeing?

Are you thinking limit it to 25 during certification and then crank up the
controller?
