I really don't understand either why the OP wants to build an EV legally limited in where and how fast it can be driven. I daresay I'd more expect to hear from NEV owners who'd like to >remove< the restrictions on their vehicles if they could, but presumably this person has his reasons. I don't know if this is what the OP is thinking, but AFAIK, manufacturers who have converted NEVs for sale have mostly gone to Asia (Korea, China, and Japan) for their gliders. Many of the gliders they've imported would never pass muster under NHTSA requirements as full speed EVs (or ICEVs for that matter), but they qualify under NEV standards.
