At least in MT, when you register/title your car you can state the GVWR. As long as it is above the curb weight with driver. In fact the lady at the counter has no clue. If you are found to be over-weight then you pay for the extra gvwr on the spot at the weigh station. Since only commercial vehicles are weighed, this is a NON-ISSUE.
Can you imagine an officer stopping your Honda and asking if you are above the GVWR with your mother-in-law in the back seat? NEVER going to happen. Most people don't understand that GVWR on trucks is a ball-park figure. For example my 93 Cummins 3/4 ton has the exact same everything as the 1-ton but a 1500lb lower GVWR. They want you to pay extra money to get the higher VIN tag on the exact same vehicle. In Canada it has an even higher GVWR to put it into a different import tax bracket. It's all a game.
