do I understand that even if I set this unit up to charge

It's lower than Enersys recommends for your Odyssey 31-PC2150 batteries.
The lower charge rate will still work, but it shortens the battery life.
In fact, I'm worried that having only 6 batteries in the Tropica will
give it a very short range and low battery life, anyway. How would the
owner feel about a 20-mile range and 200 cycles battery life?
A way around the charging current problem is to get a second charger.
Use two at once for the initial "bulk" part of the charge cycle. The
second charger could be twin Delta-Q, or just a simple stupid
transformer-rectifier charger, that tapers to nothing once the pack
voltage is over 13.5v each.
