Its very interesting regarding the extra cost of the 22kW charger which is made by Brusa because the 3.3kW charger they have sold for years isn't much less than that.
I can only assume that it is a single phase charger when 3 phase isn't available with a configurable charge rate in the same way that the smaller one can be adjusted to suit 13A or 16A supplies.
