Simply because the cell casings is made just enough thick to keep all stuff inside. The additional mechanics just compensate that. These cells do not have vacuum inside. I've seen pouch cells installed in the pastic enclosure. Those should get away with loose installation.
Would you like to have 200% more plastic around every cell while they are installed anyway in tight space? Depending on cells electrode materials they can swell if in Lithium-poor or Lithium-rich state. EOC voltages change since cells keep changing (improving?). They try out all kind of things. There's even chemical overcharge inhibitors nowadays. So you can 'balance' by overcharging. Only few (manufacturers) seem to understand that keeping the production in predictable state helps the sales.
