They swell too but the stainless steel enclosure prevents it. Pressure is applied almost evenly against the enclosure inner walls. Problem is that this works only to certain size of electrodes. When the amount of windings grow the pressure starts building unevenly over the winded layers. Causing varying inner resistance across the cell structure.
